
It has become clear that in the wake of the defeat of the Rapid Support militia, which is a proxy of the United Arab Emirates, by our armed forces, which is the legitimate institution charged with defending the homeland and protecting its resources, the United Arab Emirates has stepped up its aggression against the Sudan support and channelled still more of its capabilities into supplying that mercenary militia with advanced strategic weapons and military equipment.
From Sunday, 4 May 2025 through this morning, the Sudan has been battered by systematic terrorist missile and drone strikes directed and sponsored by the United Arab Emirates. Strikes have hit vital strategic installations, hydroelectric power plants, civilian and oil facilities, and the Port Sudan port and airport, in a flagrant attack on the sovereignty and territorial integrity of the Sudan. These criminal attacks have included civilian installations in the city of Port Sudan, where tens of thousands of civilians have taken refuge since the war broke out. They have also targeted the Merowe Dam generating station and electrical plants in the cities of Gedaref, Madani, Kassala, Dongola, Shendi, Merowe, Atbara, Kusti and Port Sudan.
Today, the Sudan is facing well-planned and executed air attacks that go beyond the capabilities of the Rapid Support militia. These attacks are being conducted via the Red Sea, thereby posing a serious threat to the security and safety of global maritime navigation, in clear violation of the United Nations Convention on the Law of the Sea and the legal framework for combating unlawful acts against the safety of maritime navigation.
This immoral aggression and the series of crimes being committed by the terrorist militia with weapons and drones supplied by the United Arab Emirates constitute a direct attack perpetrated with armed force against the sovereignty, territorial integrity and political independence of the Sudan, in flagrant violation of Article 2, paragraph 4, of the Charter of the United Nations. These acts also constitute violations of Protocols I and II Additional to the Geneva Conventions, in particular article 56 of Protocol I and article 14 of Protocol II, which prohibit the targeting of vital infrastructure indispensable to the survival of the civilian population. These acts also violate Security Council resolution 2736 (2024).
We also note that these multifarious attacks threaten Sudanese national security and regional security, and undermine security in the Red Sea, thereby threatening international peace and security. They are an escalation of the war of aggression for which the United Arab Emirates has recruited mercenaries and armed them with advanced weapons that have taken the lives of innocent civilians, increased the suffering of displaced persons, disrupted the flow of life, impeded the delivery of humanitarian assistance, and contributed to the spread of terror and chaos. These acts also constitute a violation of the 1977 Organization of African Unity Convention for the Elimination of Mercenarism in Africa, the 1989 International Convention against the Recruitment, Use, Financing and Training of Mercenaries, and various counter-terrorism treaties, conventions and protocols.
In response to this flagrant ongoing aggression by the United Arab Emirates, on Tuesday, 6 May 2025, the Government of the Sudan took the following decisions:
• It declared the United Arab Emirates an aggressor State;
• It cut off diplomatic relations with the United Arab Emirates;
• It recalled the accredited Sudanese embassy and consulate-general from the United Arab Emirates.
The Sudan calls on the Security Council to do the following:
• Demand that the United Arab Emirates immediately stop reinforcing the military capacities of the terrorist Rapid Support militia; stop financing it; stop providing it with media, diplomatic and logistical support; and stop intervening directly with drone strikes and various other attacks against the Sudan;
• Exercise the powers conferred on it by Articles 41 and 42 of the Charter of the United Nations to deter this flagrant aggression by the United Arab Emirates;
• List the Emirati-sponsored Rapid Support militia as a terrorist organization;
• Characterize the United Arab Emirates as a rogue State that is violating the Charter of the United Nations, sponsoring terrorism, and recruiting mercenaries to undermine the sovereignty of the Sudan, kill civilians and destroy essential infrastructure;
In keeping with the letter and spirit of Article 51 of the Charter, which guarantees the right of individual and collective self-defence, the Sudan reserves its fundamental right to use all legitimate means and methods to protect its sovereignty and territorial integrity and the security of its citizens.
The Sudan strongly urges the Security Council to carry out its legal and political responsibilities by condemning the aggression by the United Arab Emirates and compelling the United Arab Emirates to desist from all acts of aggression immediately and respect its obligations under the Charter of the United Nations and international law. We stress that failure by the Security Council to carry out its primary duty under the Charter will only encourage the United Arab Emirates to continue its criminal attacks against the people and sovereignty of the Sudan.
Based on the preceding, and in accordance with paragraph 3 of the provisional rules of procedure of the Security Council, we ask the Council to hold an emergency meeting under Article 35 of the Charter, with a view to condemning the illegal acts of the United Arab Emirates, supporting the efforts of the Sudan to protect its national security, and implementing the relevant Security Council resolutions, in particular resolutions 1591 (2005) and 2736 (2024).
