Russia and US are looking for a new format for Ukraine

Victoria Nuland can travel to Kaliningrad for a meeting with a Personal Advisor of the Russian President on relationships with Ukraine Vladislav Surkov.

According to Russian news agency”Kommersant”, today in Kaliningrad the Assistant Secretary of State for European and Eurasian Affairs of the US Department can meet with the Personal Advisor of the Russian President  Vladislav Surkov. The main topic of the discussion will be the situation around the implementation of the Minsk agreements in Donbass .

Kaliningrad as a place of consultation was not chosen by chance: Victoria Nuland has been in Lithuanian town of Tarkai since yesterday, where she participates in the two-day Snow meeting to discuss Euro-Atlantic security issues. At the same time Vladislav Surkov is under sanctions now and banned from entering the EU. Kaliningrad is a Russian western exclave between Poland and Lithuanian on the Baltic Sea.

The key topic of their talks is reported to be the implemention of Minsk agreements on the settlement of the conflict in Donbass. During the last year none of the agreement provisions was fully implemented.

The day before the situation in Donbass was discussed by the presidents of Russia and USA Vladimir Putin and Barack Obama. Both sides stressed the importance of implementing the Minsk agreements. However, Moscow and Washington have different interpretations of who was responsible for the failure of the previous deadline, as the peace plan had been supposed to be implemented before December 31, 2015.
